太残酷了， 从钓鱼者密密的鱼饵中侥幸游过去的有限的三文鱼，最后
筋疲力尽跳不过政府设的高高的坝，被商人拉走，失去产卵的机会，而它们
忍着饥饿游了两千多公里了，一步之遥，不给产卵的机会
人类自己作死！有兴趣的抄了，也可以给环境部门写信。

Dear British Columbia Fish and Wildlife Branch,
I am writing to request urgent and major policy reform to save BC’s dying wild salmon population.
Twenty years ago, around the 2000s, the ocean and rivers here were extremely rich
in fish. Fish, shrimps, and crabs were abundant everywhere. But today, marine
resources have almost completely collapsed. The core reason is extremely simple:
fishing licences are far too cheap, only about thirty Canadian dollars.
Because fishing is so inexpensive, massive numbers of people flood into fishing
spots every year. Most of them do not fish for hobby or conservation. They fish purely
to take seafood home for food and profit. This uncontrolled overfishing has destroyed
our wild fish stocks.
The second fatal problem is the tall man‑made migration dams. Wild salmon swim
thousands of kilometers back to their hometowns just to spawn. After their exhausting
long journey, they arrive at the final river barriers, only to face extremely high dams they
cannot jump over. It is extremely pitiful. After traveling thousands of kilometers for
reproduction, they are blocked and cannot complete their life cycle.
The government earns only very small income from these dams and fishing permits.
This tiny profit is completely not worth the irreversible destruction of our precious wild
salmon ecosystem.
Therefore, I strongly demand three critical, essential changes:
First, remove or greatly lower all migration dams.
The number of salmon that successfully return upstream is already extremely small.
We must prioritize salmon survival over minor government income. These unnecessary
barriers must be eliminated to let exhausted wild salmon spawn naturally.
Second, drastically multiply the price of fishing licences.
The current licence price is unreasonably low. Low fees cause unlimited crowds of
fishermen and serious overfishing. Raising licence fees will reduce greedy, profit‑driven
fishing behavior and provide funding for better ecological supervision and restoration.
Third, completely abolish the unreliable self‑reporting system.
In the past decades, fishermen self‑report their catch voluntarily. Many people lie and
report zero catches while actually harvesting many fish. This creates real unlimited
fishing with zero control. The old self‑registration model is completely invalid now.
Official external inspection, verification, and strict quota control must replace self‑reporting immediately.
Wild salmon are the treasure of British Columbia. They travel thousands of kilometers
faithfully to reproduce. They deserve protection, not endless human exploitation and
man‑made barriers.
Please reform the outdated fishing and dam policies immediately to save our
disappearing wild salmon.

根本原因只有一个：钓鱼牌照太便宜，只要三十多加币。
因为钓鱼成本极低，每年成千上万的人扎堆钓鱼。很多人不是爱好、不是保育，只是为了拿鱼吃、拿鱼牟利。无节制的滥捕，把野生资源彻底掏空。
第二个致命问题，就是洄游河道的高大拦水坝。
三文鱼跨越几千公里拼命洄游，只为回来产卵繁衍生命。
它们一路精疲力尽，好不容易回到家乡，最后却被超高的大坝死死挡住，根本跳不过去。
非常可怜！千里归途，只为生一次孩子，却被人类的设施彻底阻断。
而政府从大坝、牌照赚的钱微乎其微，这点微薄收入，根本抵不过生态毁灭性的破坏。
我强烈要求三条硬性整改：
第一、彻底拆除或大幅降低洄游大坝
现在能成功游回来的三文鱼已经极少极少。
必须优先保护生命，放弃这点微薄的收费收入。拆掉人为障碍，让三文鱼顺利产卵。
第二、几倍、大幅提高钓鱼牌照费用
现在价格太低，导致人人都来钓、贪婪滥捕。
涨价可以筛掉牟利人群，同时增加监管、生态修复经费。
第三、取消自我登记制度，废除自觉上报
以前人少大家守法，现在大量人群谎报渔获，明明钓很多，全部报0条。
等于无限钓鱼、完全没有管控。
必须改成官方核查、配额管控，不能再靠自觉。
野生三文鱼千里归乡、赤诚繁衍，是BC最珍贵的生命宝藏。
恳请立刻改革旧政策，拯救快要消失的三文鱼！
