Subject: Request to stop issuing black bear hunting licences in British Columbia
Dear British Columbia Fish and Wildlife Branch,
I am writing with a heavy heart to urge the government of British Columbia to stop issuing black bear hunting licences.
Bears are our long‑time neighbours and friends on this land. For generations, they have lived alongside people in BC’s forests. Bears are gentle and kind‑natured animals. They will never harm humans unless they feel threatened. They are truly pitiful creatures.
Yet many new immigrants to this territory do not share that deep emotional bond with the local wildlife and this native land. They do not see bears as living, feeling neighbours, but only as trophies or ingredients for food.
I have personally witnessed, in restaurants in suburban areas, bear hearts, bear gallbladders, bear meat and bear ribs being served as food. Bear gallbladders are illegal to possess under BC law, yet these bear parts still appear on the menu, feeding an underground demand. This illegal consumption fuels more hunting pressure.
Hunting pressure disrupts bear habitats. Mother bears with vulnerable cubs are often driven into residential communities, making human‑bear conflicts far worse. Hunting is not a real solution for co‑existence.
The money earned from selling hunting licences is trivial. Meanwhile, bear hides command enormous prices on the illegal black market — a single bear hide can reach hundreds of thousands of RMB in China. Such small public revenue cannot possibly justify the severe harm done to BC’s precious natural environment. It is heartbreaking to sell off our wild friends for such minimal profit.
Bears play an irreplaceable role in keeping our forest ecosystems balanced. Hunting can tear apart bear families, separating helpless cubs from their mothers, leaving the young to suffer and die alone in the wilderness.
These bears are not mere game animals. They are living, sentient beings that belong to this land. I beg you to end black bear hunting licences. Please choose compassionate, non‑lethal ways so humans and bears may live safely side by side.
If the government cannot completely cancel these hunting licences, at the very least, the price of licences should be raised many times higher. Higher fees will limit the number of people who can obtain hunting permits. Along with higher prices, there must be much stronger supervision and strict quotas to control the total number of bears that can be killed. Heavy, severe penalties should be imposed on anyone who breaks these wildlife‑protection laws.

狩猎的压力破坏熊的栖息地。带着弱小幼崽的母熊常常被迫闯入居民区，进一步加剧人熊冲突。狩猎并不是实现共存的真正办法。
售卖狩猎牌照所获得的收益微乎其微。可熊皮在非法黑市上价格极高，在中国一张熊皮黑市可达数十万人民币。这点微薄的公共收入，完全不足以弥补BC珍贵自然环境遭受的巨大伤害。为这点微薄利益出卖我们的野生动物朋友，令人十分痛心。
熊对于维持森林生态平衡有着不可替代的作用。狩猎会拆散熊的家庭，无助的幼熊被迫与母熊分离，独自在荒野承受苦难、走向死亡。
这些熊不只是供狩猎的猎物。它们是属于这片土地、拥有感知的生命。我恳切请求，停止黑熊狩猎牌照，选择人道、非猎杀的方式，让人类与熊可以平安共存。
如果政府暂时无法彻底取消狩猎牌照，那么至少应当把牌照价格提高很多倍。更高的价格可以限制能够拿到猎牌的人数。与此同时，必须加大监管力度，严格控制猎杀熊的总数量。对于违法者，应当实施严厉的重罚。
